The Role

Highways England are recruiting a Chief Analyst to join the leadership team within the Strategy and Planning Directorate on a permanent basis, this role has the flexibility to work from any of our National offices although the successful candidate will be happy to travel and spend 2 or 3 days a week in our Birmingham/Guildford/London offices.

The Chief Analyst is a key role in the organisation as we deliver a £15 billion programme of enhancements across England’s Strategic Road Network (SRN) by not only advising on the efficiency and effectiveness of the investment but leading and managing a multidisciplinary team spanning across performance analysis, economics and transport planning/modelling. You will not only be working as custodian of the company’s statistical and economic modelling as the variety and breadth of this role includes working with the Investment Decision Committee, Executive Board and stakeholders to provide a rewarding challenge that will benefit staff, the supply chain, and the millions of customers across the UK.

Day to Day

  • Provide advice and expertise that supports robust investment decision making.
  • Build and lead a multi-disciplinary team c.70 people, covering economics, analytics, transport planning and other related skills.
  • Provide advice and guidance to teams in developing business cases for investment.
  • Advise and support the development of our future plans covering the second road period (2020-2025) and beyond.
  • Lead on the evaluation of economic business cases, providing justification for the amount of money spent in each area or activity of the organisation.
  • Set standards for value for money assessments, developing and applying analytical techniques and bringing capability to carry out accurate analysis.
  • Take the lead in providing economic, analytical and appraisal advice to all parts of the organisation, and be accountable to the Board for this advice
  • Build confidence with key stakeholders including DfT’s Chief Economist, and key external stakeholders, sharing knowledge and information to assist the organisation in delivering its responsibilities.

About you

  • Background in economics, analysis or transport planning, with proven record in applying economic/analytical principles to propose practical solutions.
  • Strong technical and economic knowledge and an accomplished analytical track record supporting projects in economic growth.
  • Analytically competent to a high level, with a broad understanding of micro and macroeconomic principles.
  • Proven excellence in managing and developing a team and leading strategic contributions to support the organisation.
  • Ability and experience to influence at Board level, challenging communications if needed.
  • Excellent communication and presentation skills, both verbal and written, to be able to share the vision, provide direction and motivate others.
