Summary

Our Digital Data and Technology Services (DDTS) Function is currently undertaking a once in a generation Transformation, as the UK moves towards exiting the EU. We are currently recruiting for a Head of Data Exploitation to provide expert advice to senior officials on data reporting, analytics, machine learning and Artificial Intelligence. Job description

You will champion data exploitation for business insight, efficiency savings and knowledge sharing. This is to be achieved both through the delivery of technical services along with leadership and advocacy of innovative use of data to identify areas where data can improve outcomes and reduce cost.

The role leads a team of data experts ranging from data scientist to data engineers and analysts to deliver a high quality technical service to maximise the use and exploitation of data through cloud based data analytics, reporting and innovative data driven insight such as Artificial Intelligence. The post holder the Data Exploitation team and is responsible for management, development and well-being of staff, and ensuring the delivery of technical data and analytics services to support business reporting, self-service analytics and leading and the delivery of innovative data pilots and prototypes provision of data policies and strategies.

As Head of Data Exploitation, you will report directly to the Deputy Director and will influence shaping and defining its organisation and delivery approach.

A blend of technical skills including critical thinking, and mathematical and statistical data science methods

  • Taken the lead on projects, and teams of technical experts to build and deliver products and outcomes in an agile environment using innovative data exploitation approaches and technologies such as Artificial Intelligence and delivering solutions in the cloud.
  • A record of systematically improving the exploitation of data and information for enterprise outcomes.
  • Competency in data exploitation technologies, data reporting and analytics, data science and data engineering with knowledge in image recognition (earth observation), spatial analysis, predictive analytics, machine learning and modern language recognition to lead and assure a team of experts to shape and apply approaches to data exploitation
  • Hands-on experience and extensive knowledge of data exploitation technologies, including repositories and analysis toolsets.
  • Stakeholder management, informed by political and business awareness. This includes the ability to establish networks with business and policy leaders and specialist communities across a large, complex organisation, and manage conflicting views and get things done.
  • Experience of working in a large, complex organisation, demonstrated through an understanding of how to work within them to get things done.
  • The ability to resolve complex problems by making sound judgement in analysing evidence from a wide range of sources and choosing the most appropriate solutions.
  • Leadership skills to motivate and ensure the delivery of results through others. The post holder will need to make complex decisions involving multiple organisations with different needs and drivers, where there may be a wide range of solutions.
  • Soft and interpersonal skills, including creating and sustaining relationships, teamwork, facilitation and negotiation with senior business leaders to influence and create transformational business strategy and innovate operational delivery.
  • A track record of working in partnership with senior leaders, operational, and technical specialists to deliver high-profile and innovative data-enabled transformation.
  • Hands-on experience and extensive knowledge of data exploitation technologies, including repositories and analysis toolsets.
  • Track record of systematically improving the exploitation of data and information for enterprise outcomes.

Responsibilities

  • Provide SME consultancy to enable Defra to exploit its data assets.
  • Mentor a team of technical data specialists and oversight of IT suppliers to meet business requirements for analysis-ready data, and analysis and reporting services.
  • Maintain an annual portfolio of data exploitation demand including innovative proofs of concept, prototypes and the development of new data capabilities including, ETL, reporting and data analytics and science requests delivered through cloud services.
  • Build and maintain a detailed knowledge of technical needs, opportunities and priorities for modern data exploitation and digital technologies across the organisation.
  • Operate within a large IT organisation according to sound principles of service delivery, portfolio management and agile project delivery.
  • Maintain a deep knowledge of what is possible through modern data exploitation and digital technologies.
  • Partner with the Head of Data Strategy and Engagement to influence and steer senior stakeholders and improve business outcomes through data exploitation.
  • Collaborate with Principal Architects to ensure sound technology choices, the application of reliable data standards and the best use of data infrastructure.
  • Form great relationships with the science, analysis and policy communities within Defra Group so they can better understand the principles and practices of data exploitation.
