Purpose of post

The role of Welsh Government statisticians is to support decision-making, resource allocation, research and debate within government and the wider community by providing reliable and efficient statistical services. A wide range of topics are covered by Welsh Government statisticians including education, health, housing, poverty, social justice, industry, the economy, local government, transport, the environment, agriculture, demography and the Welsh language. Most of our statisticians work together in a central hub of analysts known as Statistical Services Division; however there are also a small number of statistical teams “outbedded” within Welsh Government policy departments.

The general purpose of our Higher Statistical Officer posts is to manage the provision of analysis and advice through the collection, collation, analysis and presentation of data on specific topics.

Our Higher Statistical Officer posts are available on a permanent basis.

Typical key tasks a Higher Statistical Officer is required to carry out vary from post to post. Examples include the following:

  • Provision of statistical analysis and advice to policy officials to inform policy development and monitoring.
  • Managing the production of statistical outputs, including consulting with users and ensuring compliance with Office for Statistics Regulation requirements.
  • Resource management, typically responsible for one or more Statistical Officer (EO level staff), ensuring individual performance objectives are aligned to the team’s work plan and divisional priorities, and quality management of their work.
  • Management of relationships with stakeholders including policy customers, external data suppliers, other government departments and users of Welsh Government statistics.
  • Briefing Ministers and senior policy officials on statistical issues.
  • Implementing an efficient approach to the collection, storage and dissemination of data.
  • Developing and maintaining analytical models
  • Building an understanding of the range and quality of data sources in relevant portfolio, evaluating and advising on appropriate use of data sources.
  • Leading on the development and continual review and improvement of statistical outputs and processes, to meet the needs of internal and external users in an efficient and effective way, and assessing future demand. This includes considering best use of digital technology in analysis and presentation in line with the strategy for the UK statistical system

Person specification

  • Proven analytical experience, including a track record in the practical application of analysis or research with an in-depth knowledge of data sources
  • Good communication and interpersonal skills, with the ability to communicate complex analysis to non-specialists and communicate effectively with stakeholders
  • Ability to deliver analysis outputs to tight deadlines contributing to statistical production
  • Leadership experience, with the ability to overcome challenges to deliver quality business outcomes

Eligibility criteria

You must have one of the following in order to apply:

  • A first or second class honours degree in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography Data Science or similar); or
  • A higher degree, e.g. an MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Data Science, Psychology, Geography or similar).
  • Applications from candidates who do not have a degree are welcomed, but they must demonstrate that they have worked in a statistics/data science related field. Candidates without a relevant degree will be required to demonstrate their continuous professional development (via a CPD Log Book) in statistics/data science to demonstrate knowledge at the same level as a foundation degree/HND (Level 5).

Mae'r rhan fwyaf o'n hystadegwyr yn gweithio gyda'i gilydd mewn canolfan ganolog o ddadansoddwyr a elwir yn yr Is-adran Gwasanaethau Ystadegol; fodd bynnag, mae nifer bach o dimau ystadegol hefyd wedi'u lleoli o fewn adrannau polisi Llywodraeth Cymru.

Diben cyffredinol ein swyddi Swyddogion Ystadegol Uwch yw rheoli'r gwaith o ddarparu dadansoddiadau a chyngor drwy gasglu, coladu, dadansoddi a chyflwyno data ar bynciau penodol.

Mae'r tasgau allweddol nodweddiadol y bydd angen i Swyddog Ystadegol Uwch eu cyflawni yn amrywio o swydd i swydd. Ymhlith yr enghreifftiau mae:

  • Darparu dadansoddiad ystadegol a chyngor i swyddogion polisi i lywio'r gwaith o ddatblygu a monitro polisïau.
  • Rheoli'r gwaith o gynhyrchu allbynnau ystadegol, gan gynnwys ymgynghori â defnyddwyr a sicrhau cydymffurfiaeth â gofynion y Swyddfa Rheoleiddio Ystadegau.
  • Rheoli adnoddau, a bod yn gyfrifol fel arfer am un Swyddog Ystadegol (lefel staff EO) neu fwy, gan sicrhau bod amcanion perfformiad unigol yn cyd-fynd â chynllun gwaith y tm a blaenoriaethau'r is-adran, a rheoli ansawdd gwaith y tîm.
  • Rheoli perthynas â rhanddeiliaid gan gynnwys cwsmeriaid polisi, cyflenwyr data allanol, adrannau eraill y llywodraeth a defnyddwyr ystadegau Llywodraeth Cymru.
  • Briffio Gweinidogion ac uwch swyddogion polisi ar faterion ystadegol.
  • Gweithredu dull effeithiol o gasglu, storio a lledaenu data.
  • Datblygu a chynnal a chadw modelau dadansoddol.
  • Meithrin a deall yr ystod o ffynonellau data a’u hansawdd yn y portffolios perthnasol, gan werthuso a chynghori ar y defnydd priodol o ffynonellau data.
  • Arwain ar ddatblygu ac adolygu a gwella allbynnau a phrosesau ystadegol yn barhaus, er mwyn diwallu anghenion defnyddwyr mewnol ac allanol mewn ffordd effeithlon ac effeithiol, ac asesu'r galw yn y dyfodol. Mae hyn yn cynnwys ystyried y defnydd gorau o dechnoleg ddigidol wrth ddadansoddi a chyflwyno yn unol â'r strategaeth ar gyfer system ystadegol y DU
