This is an opportunity to join Ofgem’s Retail Price Protection team, a high impact group responsible for maintaining and evolving the default tariff cap, which currently protects around 22 million energy customers. This is a unique chance to help shape one of Ofgem’s most high profile consumer protection policies.
As a Senior Analyst, you will play a leading role in developing and delivering updates to the price cap methodology, ensuring it reflects market changes and continues to serve consumers fairly. You will also contribute to the design of any successor price protection mechanisms, helping to ensure that consumer interests remain at the heart of our decision making.
You will lead on producing high quality internal working papers and public facing documents such as consultations and decision papers. Your work will be underpinned by robust analysis and clear evidence, and you will communicate complex findings and policy recommendations to senior decision makers across a range of governance forums.
You will also coordinate and manage the work of policy analysts, ensuring deliverables are completed to a high standard and on time. Collaboration is key. You will work closely with colleagues across Ofgem, including legal, communications and analytical teams, and engage externally with government departments, consumer groups and industry stakeholders.
We are looking for candidates with strong quantitative and analytical skills, including experience applying economics and competition analysis to relevant markets. You will bring policy development experience, excellent communication skills and the ability to manage projects and lead teams. You will be confident working independently and setting direction for others, with a track record of delivering high quality work under pressure.

Job description
The default tariff cap was introduced in January 2019 and protects approximately 22 million customers on standard variable and default tariffs. Our team works collaboratively updating the cap methodology to ensure changes in the market are reflected in the cap design where needed. In doing so, we put consumer protection at the heart of our decision making. We aim to ensure default tariff customers are charged a fair price.
We are hiring a Senior Analyst to play a leading role in developing and delivering policy changes for Price Cap updates, and any successor price protection policy. We work flexibly, providing ample opportunities to work on a range of important analytical and high-profile work related to the price cap.
Key Responsibilities
- Developing and evidencing changes to price cap policy;
- Ensuring policy recommendations are based on robust and quality assured analysis;
- Communicating policy proposals to internal and external stakeholders;
- Coordinating / managing a team of policy analysts to ensure the completion of team deliverables on time;
- Identify interdependencies and working collaboratively with other experts across Ofgem. Engaging with other policy teams and legal advisors.
Key Outputs and Deliverables
- Produce high quality internal working papers to support senior managements decisions; and also produce high quality public documents such as consultations and decision papers;
- Build, oversee and quality assure analysis and analytical models in support of policy development;
- Communicate, both written and verbally, analytical findings, policy recommendations and policy risks to senior decision makers at various governance fora;
- Respond to ad hoc and cross cutting requests by providing expert, authoritative, impartial and accurate information and analysis of the price cap.

Essential Criteria:
- Analytical skills – Strong quantitative skills using a range of methods and demonstrable experience of conducting complex analysis / modelling; including strong evidence of applying economics and competition analysis (including financial analysis) to relevant markets. (Lead Criteria)
- Policy skills – policy analysis and policy writing skills with demonstrable application of those skills to policy development, consultation, decision-making processes and implementation.
- Communication skills – the ability to communicate complex and often technical issues clearly and effectively with both experts and non-experts.
- Project and management skills – Evidence of shaping and leading analytical work programmes that support policy decisions, and successful management of major projects with fixed deadlines. This includes proactively managing your own work independently with minimal supervision and setting direction for junior colleagues.
- Stakeholder management skills - ability to communicate credibly and effectively with stakeholders at all levels as part of a targeted stakeholder management strategy.
Desirable Criteria:
- Energy industry or regulatory expertise – good understanding of the price cap and experience of working on energy policy and/or regulatory issues, either in government/regulator or in industry.
