Job Summary

Ofgem is at the heart of the UK’s transition to Net Zero, delivering and protecting £12bn of renewable energy and social schemes each year on behalf of government. These schemes are critical to supporting households, tackling fuel poverty and building a safe, affordable and sustainable energy system.

We are now seeking a Head of Intelligence, Analysis & Insight to establish and lead a new function to support our Audit, Compliance & Counter Fraud teams. This is a senior, influential role for someone who thrives on building capability, shaping strategy, and embedding intelligence‑led decision making in a complex, high‑impact environment.

Initially, you will focus on understanding the needs of senior leaders and operational teams, conducting a gap analysis, and designing a fit‑for‑purpose operating model. You will then lead the implementation of new systems, processes and governance that enable high‑quality intelligence collection, analysis and dissemination, while strengthening existing workstreams.

As the function matures, you will provide strategic leadership of intelligence, analysis and insight across Audit & Compliance. You will oversee intelligence and data analysis to identify risks, trends and emerging threats, shaping audit priorities, compliance and enforcement activity, counter‑fraud investigations and policy insight. You will also build a small multidisciplinary team and foster a culture of professional standards, collaboration and continuous improvement.

Externally, you will act as senior intelligence lead, strengthening intelligence‑sharing with regulators, government departments and law‑enforcement partners, ensuring all activity meets legal and ethical standards.

This role will suit an experienced intelligence or insight leader with the credibility to influence at senior levels, and the drive to design and embed a new function that protects public funds and delivers impact for consumers.

During 2027, it is expected that this role will move department as part of the Warm Homes Plan. The home department or organisation will be confirmed during 2026. The move between departments will be managed in line with the relevant staff transfer regulations. Job Description Key Responsibilities

  •  Having conducted an assessment of the intelligence and insight requirements needed to deliver the SLT vision and the strategic objectives for the Audit & Compliance function (across its various audit, compliance and counter-fraud roles), lead the design and delivery of an integrated Intelligence, Analysis and Insight service, setting its vision, objectives, and operating model (including the governance, processes, and tools needed).
  • Recruit, develop, and lead a small multidisciplinary team of intelligence, data, and analytical professionals, building a strong culture of professional standards, collaboration, and continuous improvement.
  • Oversee the collection, assessment, and analysis of intelligence/data to identify risks, trends, and emerging issues. Lead on the delivery of intelligence and insight products that inform prioritisation, compliance and enforcement investigations, the targeting of audits, and which provide insight for our policy colleagues.
  • Support a marked increase in robust intelligence-sharing arrangements with internal stakeholders, other regulators, enforcement agencies, and government partners, ensuring intelligence and insight activities comply with relevant legal frameworks (e.g. Data Protection Act 2018 etc.) and ethical standards.
  • As senior intelligence lead, increase our engagement and presence at cross-government and inter-agency intelligence forums and networks, building and maintaining partnerships with other regulators, law enforcement, and government departments to enhance intelligence capability and data sharing.
  • Advise the leadership team on intelligence-related risks, opportunities, and strategic priorities. Champion the use of evidence and insight to support regulatory interventions and scheme delivery, and embed intelligence-led decision making across the Audit & Compliance team, ensuring insight drives operational activity and strategic planning.

Key Outputs and Deliverables

  •  Production of an evidence-based gap analysis, implementation plan and operating model for an effective intelligence, analysis and insight team that supports counter fraud and compliance investigations, and targeted audit campaigns.
  •  Oversee the implementation of an intelligence & insight team within Audit and Compliance, and then the delivery of intelligence & insight as a service to the team.
  •  Production of a strategic threat assessment focused on protecting the environmental and social schemes administered by Ofgem’s Delivery & Schemes directorate.
  •  Manage effective and inclusive team resourcing and staff onboarding through close engagement with relevant Deputy Director, L3s, Heads of Professions, PDLs, and HR Staffers to ensure the best talent match to work needs.
  •  Help team members deliver by building a supportive, inclusive team environment based on trust-based relationships, transparency, and inclusivity.
  •  Take ownership of own and team members' professional development by providing ongoing coaching and identifying development opportunities in regular performance conversations.
  •  Support team members' performance evaluation through honest, fair, high-quality 360-degree feedback to PDLs.

Person specification

Essential Criteria

  • Proven ability to motivate and lead an intelligence analysis and insight team, and a robust understanding of how to deliver intelligence analysis and data insight as a service [lead criteria]. 
  •  Experience of working in a complex environment, acting as an internal expert – advising and challenging senior leaders on strategic and operational intelligence/insight matters.
  •  Proven aptitude for leadership, e.g. building, and developing teams to deliver successful outcomes.
  •  Extensive experience working collaboratively with diverse colleagues.
  •  Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.
  • Ability to build effective relationships and successfully influence challenging internal and external stakeholders, including in high pressure situations.
